[目的]通过分析重庆市农业科技资源配置效率及影响因素,以期对重庆市的农业科技资源的合理配置提出参考建议。[方法]构建评价指标体系,以农业科技创新资源配置环境、农业科技资源经费投入、农业科技人才储备和农业科技创新成果4个方面构成综合层,向下分16个具体指标,运用层次分析法和模糊评判综合评价重庆市农业科技资源配置效率及影响因素。[结果]重庆市农业科技创新资源的配置效率综合得分为81.08,为2级水平,其中农业科技人员流失比例较大,投入产出效率较低成为主要制约因素。[结论]重庆市农业科技创新资源的配置效率处于中等水平,合理配置农业科技人员和经费投入以及提高资源配置环境是提高重庆市农业科技协同创新资源的配置效率的关键;农业科技资金投入浪费严重和农业科技活动成果的转化率较低、农业科技人才结构和农业科技创新资源配置方式的不合理以及农业科技市场机制尚不完善是影响农业科技资源配置效率的主要因素。 相似文献

In state owned enterprises (SOEs), taxes are a dividend to the controlling shareholder, the state, but a cost to other shareholders. We examine publicly traded firms in China and find significantly lower tax avoidance by SOEs relative to non-SOEs. The differences are pronounced for locally versus centrally-owned SOEs and during the year of SOE term performance evaluations. We link our results to managerial incentives through promotion tests, finding that higher SOE tax rates are associated with higher promotion frequencies of SOE managers. Our results suggest managerial incentives and tax reporting are conditional on the ownership structure of the firm. 相似文献

The organizational design literature strongly supports the notion of “structure follows strategy”, and suggests that a misfit between the two has a negative effect on performance. Building on this line of argument, we examine to what extent the (mis)fit between purchasing strategy and purchasing structure impacts purchasing performance. We focus on cost and innovation purchase category strategies, and examine how the deviation from an ideal purchasing structure defined along three dimensions (centralization, formalization, and cross-functionality) impacts purchasing performance. Analysing data collected from 469 firms in ten countries, we demonstrate that a strategy-structure misfit negatively impacts purchasing performance in both cost and innovation strategies. We also find that purchasing proficiency is a mediator in this relationship between misfit and performance. Our findings aid managerial decision making by empirically validating the necessity of having the right purchasing structure for successfully executing different purchasing strategies. 相似文献

为了降低棚改PPP项目中的风险,提高社会资本参与棚改PPP项目的积极性,以社会资本方为研究视角。通过文献回顾和案例分析,总结社会资本参与棚改PPP项目面临的主要问题,筛选出社会资本参与棚改PPP项目面临的17个主要风险因素;运用DEMATEL法分析各风险因素的重要程度及相互影响关系,确定政府信用风险、相关法律法规不健全风险、市场收益不足风险、规划设计风险为关键风险因素;针对关键风险因素提出社会资本方防范措施,即多举措并举、细化合同条款、合理界定棚改PPP项目使用者付费范围、选择实力强的设计院是防范社会资本的有力措施。研究结果为分析棚改PPP项目风险提供了新思路,有助于提高社会资本参与棚改项目的积极性,所提对策对社会资本合理规避棚改PPP项目关键风险具有重要的借鉴意义。 相似文献

The long-standing debate on the relationship between farm size and productivity has been generally limited by the range of farm sizes evaluated and the definition of productivity. In this paper we use data from three Brazilian agricultural censuses to address these issues. In particular, we introduce a wider distribution of farm sizes than presently available from the literature and we employ total factor productivity (TFP) as our performance measure. In doing so, we test which farm size class had the highest TFP levels in 1985 and 2006, how factor productivity growth varied within and across farm size classes between those years, and which policy or factor had the greatest productivity enhancing effect. When examining TFP growth, we move beyond the common decomposition into technical and efficiency changes by identifying the complete distribution of farm productivity performances. We find that by 2006 a U-shaped distribution of productivity over farm sizes had emerged. Considerable 1985–2006 TFP growth differences are prevalent; positive rates for the majority accompany stagnant or negative rates for some. Public education investments were associated with faster productivity growth regardless of farm size, while technical assistance’s positive effect and credit’s negative effect were associated with larger farm sizes. ABSTRACTA key question for promoting international competition is how to improve the position of countries and industries in global value chains (GVCs). The first step is to properly measure industrial upgrading in GVCs. This is not a trivial issue because upgrading has not been defined unambiguously. Several authors have used different (and sometimes related) measures, all of which indicate certain aspects of upgrading. Rather than trying to find the single, ultimate measure of upgrading, we propose a different approach. We examine the multidimensionality of industrial upgrading, using eight indicators in factor analysis. Four of the eight indicators adopt the GVC perspective and include, for example, the growth of the share in value-added exports. We provide three quantitative dimensions of industrial upgrading: process upgrading, product upgrading, and skill upgrading. With these dimensions, we compare and analyze the upgrading of different countries and industries using the World Input–Output Database. 相似文献

This study examines why most derivatives markets that settle on the day following expiration choose the opening rather than the closing price as the final settlement price (FSP), whereas most markets that settle on the expiration day select an average rather than a single price as the FSP. Four exogenous changes in the Taiwan Futures Exchange settlement procedures provide an experimental basis for studying the settlement procedures’ impact on underlying assets. Greatest market efficiency is observed when the FSP is determined by a single rather than an average price and hypothesize that manipulation is prevented at the expense of market quality. 相似文献

Retailers frequently use exaggerated price discount advertisements with a tensile price claim (TPC; e.g., “Save up to 70%”) to attract consumers because they expect that once consumers enter a store, they will purchase low‐ or medium‐discounted products. Drawing on the selective accessibility model, this study investigated the way in which an implausibly high maximum level of savings stated in a TPC influences consumers’ expected price discount (EPD) and perceptions of actual price discounts across different types of TPCs (i.e., TPC stating a maximum level and TPC stating a range of savings). This study also investigated two situations in which consumers have previous knowledge of a product’s price discount versus when they have less or no knowledge of the discount. For both conditions, a single‐anchor TPC (i.e., “Save up to Y%”) that stated an implausible maximum level of savings led to a higher EPD and lower perceptions of the deal (i.e., perceived savings, price fairness, and perceived value) with respect to the actual price discount than did a TPC with a plausible maximum level of savings. In contrast, when the TPC stated two anchors (i.e., “Save X–Y%”) and consumers had knowledge of the price discount, their EPDs assimilated only toward the plausible anchor (X), and ignored the implausibly high maximum price discount (Y), resulting in a lower EPD and higher perceptions of the deal of the actual price discounts than a TPC that stated a plausibly high maximum level of savings. In contrast, when consumers had no knowledge of the price discount, their EPDs only adjusted toward the more plausible anchor (X), regardless of whether they perceived the maximum anchor as plausible or implausible. 京津冀协同发展战略上升为国家战略,河北加快承接京津产业转移的步伐,对河北经济转型升级和科技创新能力提升具有重要意义。以河北省为研究对象,基于2005-2016年的数据,使用DEA的曼奎斯特指数方法测算出河北省十二年的技术进步变化情况,并以此为核心变量建立技术溢出模型实证检验了产业承接的技术溢出效应。研究结果发现,河北存在承接区际产业的技术溢出效应,但FDI的技术溢出效应并不显著;R&D经费投入对河北技术进步的促进作用最为明显,而人力资本投入对技术进步的拉升作用较小。 相似文献

本文利用2005—2016年省级面板数据,对我国各地区普惠金融发展水平进行测度,并在此基础上探讨其收敛性及影响因素。结果表明:(1)我国普惠金融发展水平在考察期内总体偏低,并且呈现出显著的地区差异性。(2)绝对β收敛在全国、中部和西部均存在,而东部不存在;条件β收敛在全国、东部和西部均存在,而中部不存在。(3)政府干预程度、市场化程度、人力资本质量、非正规金融以及外商直接投资对普惠金融发展均具有重要的影响。 相似文献
